The job of making Twitter safer and less confrontational for users is a job that is never done.
Last month Twitter began testing a feature which would allow users to softblock followers, removing them from your follower list but not blocking them outright.
That feature is now available to all users on the web. To remove a follower go to your Followers list, click the three dot icon and select Remove this follower.
We're making it easier to be the curator of your own followers list. Now testing on web: remove a follower without blocking them.

We should point out that removing a follower has its limitations. For one, the account will still be able to see your public tweets if they go to your profile. The good news is your tweets won’t appear on their timeline so the chances that the person will harass you are minimised.
Twitter is also working on a feature called Safety Mode which would temporarily block accounts for seven days for using harmful language.
For now though, removing followers seems to be a good way to prevent accounts who keep harassing you from following you, though if the person is incessant, it’s probably best to just block them entirely.
